I will try to explain the decision of the Summer Rebus Puzzle.

И + [a toy top (but in Russian)], At this stage, we have [И + ЮЛА].
Replace the letter "a" to the letter "ь" in the word [ЮЛА].
As a result we have «ИЮЛЬ».
